Crosscheck of JVET-P0236 (Non-CE4: On a simplification for triangle merge mode)

Abstract
This contribution reports crosscheck results of JVET-P0236 and verifies that the software matches the description. The partial results and encoder/decoder run times for fade sequences match the ones showed in the proposal, except class-F (because proponent used regular-CTC rather than SC-CTC).
