Abstract
In low latency encoding, ALF coefficients can be derived from the currently encoded picture without using in the current picture but are signaled in APS for the use in the next pictures. In this case, APS should be signaled after the last VCL NAL unit to keep the TemporalID of the access unit, however according to the current specification draft such order of NAL units is not allowed. APS can be sent only before the last VCL NAL unit, which in this case belongs to the next access unit with potentially having higher TemporalID.
