AHG12: Subpicture-level conformance window

Abstract
In this contribution, signaling the syntax elements specifying subpicture-level conformance windows in PPS is proposed. With the proposed syntax elements, an output region can be specified per subpicture, which is useful for various use cases of subpicture partitioning (e.g. 360 cubemap). For example, multiple sub-pictures can be decoded as a picture and the sub-pictures can be outputted by cropping padded regions. Or, one of sub-pictures can be extracted as a sub-bitstream and decoded as a picture. The decoded picture may be outputted after cropping its padded regions, with the sub-picture level conformance window signaling.
