Non-CE4: Usage of half-pel switchable interpolation filter for pairwise candidate

Abstract
In the current VVC design, the alternative half-pel interpolation filter flag (denoted as UseAltHpelIf) of the pairwise average candidate is derived dependent on the UseAltHpelIf flags of both associated merge candidates with a comparison operation to switch between two cases. This contribution proposes two alternative methods to derive the UseAltHpelIf flag for a pairwise average candidate without any comparison or switching operations.
