AHG12: Multiple tile partitions in PPS

Abstract
The proponents of this contribution note that the following agreement was made at the previous meeting: “It was agreed in principle that we should be able to change tile structure of a picture in some way without changing the PPS”. This contribution proposes to enable signaling of multiple tile partitions within one PPS, which is asserted by the proponents to be useful when tiles are used for gradual decoding refresh.
