Non-CE3: On CCLM neighboring sample

Abstract
This contribution document proposes two aspects on CCLM neighboring sample derivation. The first one is a simplification to harmonize neighboring sample derivation and four sample selection, and the other one is for coding efficiency improvement by increasing sample points to compensate CCLM coding drops between VTM5 and VTM6.
