Non-CE4: Block size alignment between PROF and BDOF

Abstract
In the previous meeting, prediction refinement with optical flow (PROF) for affine mode was adopted. Both PROF and bi-directional optical flow (BDOF) is applied to refine subblock based prediction. In VVC, block size constraint between PROF and BDOF is different. Therefore, in this contribution, block size aligning methods for affine mode using PROF are proposed for to align with BDOF.
