Non-CE4: On PROF conditions

Abstract
This contribution proposes to align the condition check of BDOF and PROF by adding two conditions for PROF. Condition 1: add block size restriction for PROF. Condition 2: disallow PROF when the BcwIdx of current CU is not equal to 0 or luma_weight_l0_flag[ refIdxL0 ] or luma_weight_l1_flag[ refIdxL1 ] is not equal to 0. In this contribution, three tests are conducted.
