AHG17: A bugfix of SPS flags and reference picture list structure
Abstract
At the previous Gothenburg meeting, it has been adopted to signal the weighted prediction enabled flags in SPS and disallow zero delta POC values when the weighted prediction is not enabled. On the current WD6 and VTM-6.0 software, any bitstream of the weighted prediction can not be decoded correctly. Because before SPS flags for the weighted prediction are decoded, those flags are used to enable zero delta POC values on the reference picture list struct syntax. Therefore, in this contribution, the above problem is reported, and several solutions are proposed.
