CE4-related: Simplification of the CIIP chroma Intra Prediction Mode

Abstract
This contribution proposes to change the intra prediction mode of a chroma block from DM mode to Planar mode in CIIP prediction for simplification purpose. By setting the chroma mode as planar mode in CIIP, there is no need to refer to the mode of the luma block and it simplifies the encoding and decoding process. There is no performance change.
