AHG17: Parsing HRD related SEI messages independently from the SPS

Abstract
It was decided at the JVET meeting in March 2019 that parsing of HRD related SEI messages should be possible independently from the active SPS in order to enable parsing of these SEI messages before the active SPS is known. After including the decoding unit related HRD syntax at the last meeting, this independent parsing was broken. This contribution suggests fixing this by repeating one syntax element in the buffering period SEI and moving another from the HRD parameters syntax structure to the buffering period SEI message.
