AHG8/AHG17: On inter-layer reference picture signaling

Abstract
In the current VVC draft specification, some syntax elements for inter-layer reference information are signaled always, without considering the index of current layer, or the number of the reference layers. This contribution propose to add some conditions to the syntax elements to remove the redundancy.
