Fix on value ranges of cu_qp_delta_subdiv and cu_chroma_qp_offset_subdiv
Abstract
This contribution proposes a fix on the value range of PPS syntax, cu_qp_delta_subdiv and cu_chroma_qp_offset_subdiv in order not to refer slice level syntaxes. It is proposed to use variables, CtbLog2SizeY and MinCbLog2SizeY specified in SPS level to specify the value range of cu_qp_delta_subdiv and cu_chroma_qp_offset_subdiv.

The primary issue is solving the dependency problem. It was argued that it might be desirable to use a narrower range for individual slices, as proposed in JVET-P0267 and JVET-P0407, which obtain the desirable flexibility by moving the signalling to the slice.
