This document reports the results of core experiment (CE) 1 test 3 on using SHM down-sampling filters for motion compensation (MC) interpolation when the reference picture is of higher resolution than the current picture. The test results reportedly show that compared to the CE1 anchors which use existing motion compensation interpolation filter for reference down-sampling, average BD rate savings of PSNR1 are {-6.47%, -4.55%, -4.62%} for ratio 2:1 and {-3.13%, -2.50%, -2.28%} for ratio 1.5:1, and average BD rate savings of PSNR2 are {-3.98%, -2.67%, -3.00%} for ratio 2:1 and {-2.23%, -2.21%, -1.87%} for ratio 1.5:1.
