CE7: Modifications to transform-skip residual coding (CE7-1.2)

Abstract
This contribution reports the test results of CE7-1.2. In which, several modifications to the coefficient coding of transform-skip (TS) mode was proposed. There are 4 sub tests: In CE7-1.2a, the coefficient coding of TS mode was performed in a 2-pass manner. In CE7-1.2b, the parity flag was moved to the end of the 2nd pass of TS coefficient coding, i.e. after all the gtx flags. Test CE7-1.2c modifies binarization and encoding of the coefficients after the context bin limit is hit on top of CE7-1.2a, so that the coefficients were coded without been split into 8 bypass bins + remainder as previously done. And in CE7-1.2d, the modification to the binarization and encoding of coefficients after reaching the context bin limit is applied to the 3-pass TS coefficient coding in the current VVC design.
