Cross-check of JVET-O0374 (CE5-related: Context Reduction for Syntax Element ALF Enable Flag)

Abstract
The cross-checker reports the source code provided by Hikvision was carefully analysed and found to be consistent with the description in JVET-O0374. The cross checker could reproduce the almost same results reported in JVET-O0374 as the “proposed technique”. The measured encoder and decoder run time ratios are similar to those reported in JVET-O0374, considering the timing measurements inaccuracy.
