Crosscheck of JVET-O0409 (Non-CE7: Unification of CCB count method between transform residual and transform skip residual)

Abstract
This contribution is a cross-check report of JVET-O0409. In order to check the performance, the CTC QP (QP = 22, 27, 32, 37) and low QP (QP = 2, 7, 12, 17) conditions are tested. According to the results of experiments, the cross-check results match the results reported by the proponent.
