Crosscheck of JVET-O0208: Non-CE9: An improvement of early termination for BDOF

Abstract
This contribution reports the crosscheck results for JVET-O0208. And, the software implementation analysis is also reported. Based on the analysis, it is confirmed that the implementation is consistent with the description in the JVET-O0208. For simulation results, it is confirmed that the results are same as JVET-O0208 for BD-rate. For simulation runtime, the encoding time and decoding time are almost same as results of JVET-O0208.
