Crosscheck of JVET-O0213 (Non-CE6: Block size restriction of LFNST)

Abstract
This document reports the results of crosschecking JVET-O0213 proposed by LG Electronics Inc. JVET-O0213 proposed two restrictions on block size of Low Frequency Non-Separable Transform (LFNST). The first proposed change was to restrict the maximum size that LFNST is allowed to be 64 × 64. The second proposed change was to signal the LFNST index in TU-level which guarantees that LFNST index derivation must be performed within maximum size TU.
