Crosscheck of JVET-O0126 (Non-CE4: Align coding of BPWA index with normal truncated Rice binarization process)

Abstract
This document reports the results of crosschecking JVET-O0126 proposed by Panasonic. JVET-O0126 proposes to align coding of BPWA index with normal truncated rice binarization process in VTM5.0. The verification task was done, and the BD-rate results of our test match exactly with those in JVET-O0126.
