CE7-related: Unification of Rice parameter tables in residual coding

Abstract
In VVC Draft 5, two Rice Parameter tables are used for residual coding, one table is used when transform skip is on, the other table is used when transform skip is off. This contribution proposes a method to use one Rice parameter table independently on the status of transform skip. With this method, one lookup table is removed and the amount of text description is reduced.
