Non-CE4: Simplification of HMVP in merge list construction

Abstract
In current VVC, the MV redundancy checking is applied to the first two HMVP candidates against the left and above spatial candidates (up to 4 MV redundancy checking) when inserting the HMVP candidate into the regular merge list. It is proposed to apply the MV redundancy check to only the first HMVP candidate. Moreover, the insertion order of HMVPs from the HMVP table is also changed to a reverse order (i.e. insertion from the first to latest entry HMVP) because the HMVPs which is located closer to the first entry has less possibility to be identical to the spatial neighboring MVs.
