Non-CE7: Use INTER quantization matrices for IBC

Abstract
This contribution proposes to use INTER quantization matrices to IBC-coded blocks, instead of INTRA quantization matrices. This is said to align the design with IBC prediction mode being closer to INTER than INTRA.
