Non-CE8: On signaling of IBC block vector predictor list size

Abstract
In this contribution, an issue in the unified block vector prediction list for IBC mode is identified, where the list size for merge mode can range from 1 to 6 (controlled by MaxNumMergeCand). However, for IBC AMVP mode, the size is always assumed to be 2. When MaxNumMergeCand is signaled to be 1, there will be no second candidate generated from the candidate list for the AMVP mode.
