AHG8/AHG12: On generating final output picture from independent VVC layers

Abstract
This contribution is a follow-up of JVET-N0411 [1]. The motivation behind this proposal is to enable use cases involving bitstreams aggregations while limiting the amount of bitstream rewriting operation and providing an interface with the application.
