Non-CE4: Cleanup for affine AMVR enabling flag in SPS level

Abstract
This contribution presents a syntax change to remove unnecessary signalling of sps_affine_amvr_enabled_flag when sps_affine_enabled_flag is equal to 0. When sps_affine_enabled_flag is equal to 0, the coding unit does not use affine motion compensation and the affine AMVR enabling flag does not have impact on the decoding process. Therefore, if affine motion compensation is not enabled by SPS level flag, it is proposed not to signal the affine AMVR enabling flag. It reportedly shows 0.00%/0.00%/0.00% (Y/U/V) average BD-rate change with RA and LDB configurations.
