Non-CE4: On CIIP Merge mode with no residual

Abstract
This contribution presents a modification of the CIIP Merge mode. With the current VVC specification, it is not possible to signal a CIIP mode without residual. This contribution proposes to signal a CIIP Merge mode without residual thanks to a cu_cbf flag.
