CE4-related: CIIP Simplification

Abstract
At the last meeting, the number of intra prediction modes in CIIP is reduced to one. This contribution further simplifies the CIIP mode by simply reducing the number of merge candidates from six to two. Similar to MMVD, the proposed method only checks the first and second Merge candidates, and then signals a flag to indicate what Merge candidate is combined with the intra mode in CIIP. The experimental result shows that the proposed simplification has negligible loss.
