CE4-related: On signalling of merge flags

Abstract
The current merge syntax design may suffer decoder crash and redundant merge flag signalling outside common test conditions (CTCs). This contribution proposes to check the availability of all the following types of merge modes before signalling current type of merge mode flag. With this method, one default type of merge mode is guaranteed and redundant flag signalling can be removed when all the following types of merge modes are not available. The proposed fix has no impact to CTCs, and results of a non-CTC setting are summarized as follows.
