Non-CE3: Rounding offset removal for intra prediction

Abstract
This contribution proposed to unify the DCT-IF in VVC. In the VVC draft 5, DCT-IF is used in both intra-prediction interpolation and inter-prediction chroma motion compensation. It is asserted that the current DCT-IF operations in these two places are not aligned. In this proposal, it is proposed to unify the two DCT-IF processes by removing the rounding offset in the intra-prediction.
