AHG17: Slice header extension

Abstract
This proposal claims that the JVET-N1001-v8 VVC specification includes extension fields at the end of the parameter set syntax tables for the DPS, VPS, SPS, PPS and APS. This is claimed to be similar to HEVC which also includes a slice header extension mechanism. However, this proposal points out that slice header extension is not part of the VVC specification and proposes to include it. The proponents state that a slice header extension feature may prove to be useful in future versions of VVC and point out that HEVC makes use of the slice header extension in Annex F “Common specifications for multi-layer extensions” and Annex I “3D high efficiency video coding”.
