Non-CE4: Simplification on AMVP list construction

Abstract
In current VVC, a two pass approach is conducted for searching the spatial motion vectors in AMVP list construction. This contribution proposes to remove the second pass search of spatial motion vectors. It is claimed that with this modification, spatial motion vector scaling is totally removed from VTM-5.0. Simulation results reportedly show 0.01%/-0.03% luma BR-rate for RA/LB configurations, compared to VTM-5.0.
