AHG17: Constraints on IRAP pictures and leading pictures

Abstract
This contribution proposes to add a set of constraints on IRAP, RASL, and RADL pictures. Most of the proposed constraints are asserted technically identical as in HEVC. One of the proposed constraints is asserted technically different than in HEVC, in order to address an issue related to coding of field pictures. That issue was raised at the 14th JVET meeting in Geneva when discussing the entire set of HEVC constraints on IRAP, RASL, and RADL pictures proposed for VVC in JVET-N0120.
