Crosscheck of JVET-N0301 and JVET-N0425 (CABAC initialization)

Abstract
Contributions JVET-N0301 and JVET-N0425 both propose to modify the initialization process of CABAC such as to remove a lookup table. Software for both proposals was reviewed. It is confirmed these software match the text description provided in the contributions. BD rate numbers are also confirmed. Additionally the two proposals are compared to each other and to contribution JVET-N0381.
