Crosscheck of JVET-N0174 (Non-CE8: Exclusive regular merge and IBC merge in one shared merge list area)

Abstract
The document reports the results of crosschecking JVET-N0174 proposed by Huawei Technologies. JVET- N0174 proposes a method to disallow simultaneous selection of IBC merge and regular merge modes inside a same shared merge region. The verification task was done, and the BD-rate results match exactly with those in JVET-N0174.
