AHG12/AHG19/SYS-VVC: Sub-picture decoding design: a comparison of proposed solutions

Abstract
This contribution compares two proposed approaches to support decoding of independent coded regions which are 1) using tile groups as independent regions or 2) using a layered mechanism where each layer consists of a sub-picture. This contribution does not discuss the syntax details of any of these approaches but rather the technical merits of both approaches in addressing the need of real-world immersive applications.
