Crosscheck of JVET-N0201 (Non-CE8: IBC modifications)

Abstract
The document reports the results of crosschecking JVET-N0201 Test1a and Test1b proposed by Panasonic. JVET-N0201 proposes some decoder fallback mode when illegal motion vectors are encountered. The verification task has been completed. It is found that the BD bitrate results match exactly with the partial results reported in JVET-N0201 for Test1a. Some minor mismatch in BD bitrate is observed for Test1b.
