CE4-related: Simplification for merge list derivation in triangular prediction mode on top of test CE4-4.6.b

Abstract
This contribution presents modification of triangular merge list construction method tested in core experiment 4-4.6.b. As well as in the core experiment, regular merge list construction process is used as a basic part of triangular merge list construction process. Due to invoking regular merge list construction process with maximum number of merge candidates is equal to five instead of six, a pairwise candidate is added more often that cause the performance improvement in comparison to the method tested in core experiment.
