Non-CE4: Mismatch between text specification and reference software on inter prediction mode

Abstract
There is a mismatch between text specification and reference software in the derivation of context increment for inter_pred_idc syntax. This contribution investigated two approaches: 1) text specification is aligned to reference software and 2) reference software aligned to text specification. It has been observed some coding loss when software is aligned to text specification.
