Non-CE6: Further cost reduction for primary transform

Abstract
This contribution proposes several methods to reduce the worst-case multiplications per coefficient for primary transform in VVC, which is 32x32 and 32x64 transform using DCT-2. With the proposed method, the worst-case multiplication per coefficient is reportedly reduced by 20%. Experimental results reports 0.02%, 0.03% and 0.01% luma BD rate for AI, RA and LDB configurations under Common Test Condition (CTC).
