CE8-related: Block Size Limitation for IBC Mode

Abstract
This contribution presents 6 tests to evaluate the performance and complexity of IBC mode with different thresholds of block size. The thresholds defined by MxN means that the width and height of the IBC block must be both equal to or smaller than M and N. In these tests, the IBC mode is only enabled for the blocks whose size is under the threshold. In test 5 and 6, encoder constraint has been added and tested. For screen content coding materials, the simulation results of “Test 3: Threshold 64x64 in both encoder side and decoder side” achieves 0.79% gain in AI case, 0.87% gain in RA case and 0.80% gain in LB case. “Test 6: Threshold 16x16 in encoder side, 64x64 in decoder side” shows no run time increase.
