CE3-related: Chroma Intra Mode Coding with Lumped Luma Directions and Replacement for DM mode

Abstract
This contribution propose two different modifications to the VVC4.0 regarding the chroma intra mode coding. The first modification is replacing the VDIA (mode 66) for DM mode by DIA (mode 2) for horizontally rectangular chroma blocks. The second one is to treat the luma intra prediction directions adjacent to Horizontal (or, Vertical) direction as the Horizontal (or, Vertical) for DM mode decision purpose for small chroma blocks (that is, not larger than 16x16 or 4x4). With respect to VTM-4.0 as the anchor, the first proposed modification of replacement of the luma direction shows average BDBR of -0.01% (Y), 0.00% (Cb), and -0.03% (Cr) for AI. The second modification of lumping intra luma directions (4x4) shows average BDBR of -0.05% (Y), -0.05% (Cb), and -0.06% (Cr) for AI.
