Non-CE6: Simplification on transform selection for Intra Sub-Partitions

Abstract
This contribution present three simplified methods on transform selection for ISP mode. The first simplified version, it is reported that the BD-rate are 0.00%, -0.01%, -0.01% for AI, RA, and LB respectively. The second simplified version, it is reported that the BD-rate are -0.02%, 0.01%, 0.00% for AI, RA, and LB respectively. The third simplified version, it is reported that the BD-rate are 0.05%, 0.03%, 0.02% for AI, RA, and LB respectively.
