Proposed is the inclusion of Adaptive Resolution Change (ARC) into the VVC working draft. Text is provided with focus on the signalling aspect. Simulation results are provided for Class A sequences, random access, with the IDR picture subsampled by a factor of two in both dimensions. For some class A1 sequences, substantial luma gains are reported, with substantial chroma loss. For class A2 sequences, there are substantial losses. ARC is proposed as an architectural enhancement to improve reconstructed video quality when the codec is operated nears its break point, where artifacts become clearly visible.
