The authors propose removing the “forbidden_zero_bit” from the NAL unit header and re-allocating that bit for other purposes, such as an extension of the NAL unit type numbering space, unless compelling reasons are found and documented that continue to justify the bit’s existence. We also wonder whether the restriction of the values for the temporal ID in the HEVC NAL unit header, and the complex language regarding SODB/RBSP (section 7.4.2.3 of JCTVC-M1001-v5) can be released/removed, as the authors’ admittedly dim recollection is that such restriction was introduced for essentially the same purpose.
