AHG12: Sub-picture-based picture partitioning and decoding

Abstract
The contribution proposes sub-picture-based picture partitioning and decoding to meet the agreed design goal of "extracting VCL NAL units of a subset of MCTSs from one VVC bitstream and reposition them to another VVC bitstream without substantial difficulty (e.g., without VLC-level modifications)". The proposal can be summarized as follows:
