Non-CE: Context modeling for coding the prediction mode flag

Abstract
This contribution proposes a modified context modeling scheme for entropy coding the syntax element pred_mode_flag. In the proposed method, additional context variables are employed to further exploit contextual information. The proposed method reportedly generates -0.11% and -0.07% luma BD-rates for the RA and LB settings, respectively, under the VTM3.0 CTCs, while increasing the number of context variables by 3.
