In the transform coefficient coding of VTM-3.0, the averaged maximum number of context-coded bins per 4x4 sub-block is 32. In this contribution, to further reduce the averaged maximum number of context-coded bins per 4x4 sub-block, it is proposed to reduce the maximum number of context-coded bins for 4x4 sub-blocks in high frequency region such that the averaged maximum number of context-coded bins per 4x4 sub-block is 30. It is reported that 0.04%, 0.03% and 0.08% luma BD-rate increase over VTM-3.0 is observed for AI, RA and LD configurations, respectively.
