Non-CE6: Mismatch between text specification and reference software on the signalling root CBF

Abstract
In this contribution, it is reported that there is a mismatch between VVC Draft 3 and VTM-3.0 on signalling syntax element cu_cbf. In VVC Draft 3, cu_cbf is signalled for inter-coded blocks when cu_skip_flag is equal to 0. However, in VTM-3.0, cu_cbf is signalled for inter-coded blocks when merge_flag is equal to 0. It is reportedly shown that SW change reflecting the method described in the specification text increases overall BD-rate by 0.25%, 0.44% with 101%, 100% overall encoding time and 100%, 100% overall decoding time under Random Access (RA) and Low Delay B (LDB) configurations, respectively. Therefore, it is recommended to change the specification text to the method used in the reference software.
