CE13: HEC with deblocking using spherical neighbors, SAO and ALF disabled across face discontinuities (Test 1.4)

Abstract
This document reports experiment results of CE13.1.4. HEC with deblocking using spherical neighbors is studied in this document. Blocks located at discontinuous face boundaries are filtered using deblocking filter. SAO and ALF are disabled in face row discontinuous boundaries. Three cases of different boundary strength (BS) values are tested. There is no significant difference in coding performance between the three cases and the seam artifacts are significantly reduced after deblocking filtering.
